EU Twinning Project in Moldova first missions

Two missions of experts took place in January 2019, as part of the Twinning Project “Enhancing the System of Prevention and Combating Money Laundering and Terrorism Financing in the Republic of Moldova”.

JUSTICE SYSTEM

The first mission of experts from Lithuania took place between 14-18 January 2019. The five-day expert mission was part of Components 6 - Improvement of the AML/CFT field in the justice system (courts). The mission of experts from Lithuania, composed of two judges from the Supreme Court of Justice of Lithuania, and one prosecutor from the General Prosecutor’s Office of Lithuania, have conducted meetings with judges from courts of first level instance, Court of Appeal and Supreme Court, as well as prosecutors from different prosecution authorities and representatives of FIU.

The aim of the mission was to carry out a review of the legal regulations on judicial activities in Moldova on activities related to ML/TF cases. The information was gathered during evaluation of data on court procedures and practices and presented the best European practices in the sphere of court activities in ML/TF cases, based on Lithuanian examples. Second part of the mission was dedicated to the development of a questionnaire for the judges and prosecutors, in order to gather more detailed information regarding the peculiarities of criminal prosecution and examination of money laundering and terrorism financing cases. This questionnaire will be the ground for the State-of-the-Art Report in the justice system. 

TERRORIST FINANCING PREVENTION SYSTEM

The second mission took place between 22-24 January 2019, represented by Short-Term Experts from Germany – University for Public Administration in Bremen and Poland – Financial Intelligence Unit of the Ministry of Finance, as part of Component 7 – Improvement of the system for prevention of terrorism financing, including control of physical cross-border transportation of currency and bearer negotiable instruments. The mission’s agenda included meetings with the experts of Information and Security Service, FIU and the Customs Service. This mission was dedicated to gathering knowledge and materials for identification of key findings from the point of view of effectiveness of existing guidance/regulations/procedures and further preparation of draft proposals. A key-finding report is expected as a result of this assessment mission.
