Financial Crimes Investigation Service

Ensures the implementation of international sanctions related to restrictions on payments and other financial activities:

  • Taking decisions on individual exemptions from financial sanctions (restrictions on the disposal of funds and economic resources) or on the granting of exemptions from restrictions and obligations, as laid down in the international sanctions legislation;

Legal persons or other organisations without legal personality, which have been determined by the Financial Crimes Investigation Service to be owned or controlled by the sanctioned entity, may apply to the Financial Crimes Investigation Service for the revocation of the decision.

Ministry of Foreign Affairs

Ensures the implementation of international sanctions where the restrictions relate to:

  • control of military equipment and arms embargoes;

diplomatic relations and other means of political and diplomatic influence.

Ministry of Transport and Communications

Ensures the enforcement of international sanctions in the transport sector, where restrictions are imposed on the movement of all modes of transport to and from the European Union and across the territory of the European Union, as well as on access to the European Union market.

It also ensures uniform practices in the implementation of international sanctions when restrictions are imposed on exports and imports of goods, services and technology related to the transport sectors.

Ministry of Economy and Innovation

Ensures the implementation of international sanctions where the restrictions relate to:

  • export licences for the export of dual-use goods and technology;
  • export, import, transit and brokering licences for the export, import, transit and transaction of goods on the Common Military List;

tourism services; exports and imports of goods and services outside the scope of other competent authorities.

Ensures the implementation of international sanctions in the energy sector, where the restrictions relate to investment in the energy sector. It shall also ensure uniform practice in the implementation of international sanctions where the restrictions relate to:

- imports of energy resources;

- exports of goods and technology needed by the energy and oil refining sectors.

Department

Ensures the implementation of restrictions on entry into or transit through the territory of the Republic of Lithuania for persons subject to international sanctions.

Customs Department

Supervise the customs authorities’ control of cash entering the Republic of Lithuania from outside the customs territory of the European Union and cash leaving the customs territory of the European Union for entities subject to financial sanctions.

It ensures uniform implementation of international sanctions in the case of restrictions on imports and exports, and deals with classification and other customs clearance issues.
